Gagan Thapa files proposal of public importance seeking discussion on Govinda KC's demands at House

KATHMANDU: Nepali Congress lawmaker Gagan Thapa on Thursday filed a proposal of public importance demanding that the Parliament begin discussions on demands raised by Dr Govinda KC, who has been staging fast-unto-death for last 12 days demanding reforms in Nepal medical education sector. Thapa filed the proposal at the Parliament Secretariat today, putting forth four specific reasons that the House should discuss the veteran doctor's demands. NC lawmaker Dhan Raj Gurung and CPN Maoist Centre's Shyam Shrestha have seconded the proposal.

— Gagan Thapa (@thapagk) July 21, 2016 Thapa in the proposal said it was very imperative that the Legislature take initiatives to save the life of Dr KC, who has been staging the fast-unto-death for last 12 days. Likewise, he said the Parliament should make the government responsible towards ensuring that past agreements signed with Dr KC have been implemented. 'The government had concluded various agreements with Dr KC on reforms in medication education,' Thapa's proposal read, 'It is the Parliament's obligation to instruct the government as necessary after finding why the commitments could not be implemented.' Further, the House needs to discuss his demands as they are directly related to the Parliament this time, according to Thapa. Thapa has argued in the proposal that status of implementation of the report submitted by the Kedar Bhakta Mathema panel is also directly related to the Parliament. On Dr KC's demand to impeach Chief of the Commission for the Investigation of Abuse of Authority Lokman Singh Karki, Thapa said the Parliament is the only authority to carry out an independent probe into the allegation. 'After the Commission for the Investigation of Abuse of Authority, the constitutional body to control corruption, itself is accused of abusing its rights to promote corruption in the medical education sector,' he explained, 'The supreme body of people's representatives should not and cannot stay silent.' 'I have filed this proposal of public importance as it is imperative to seek necessary solutions after holding discussions in the respectable House,' Thapa reasoned, 'as it is necessary to take immediate initiatives for protection of his life after addressing sensitive issues of public interest raised by Dr KC.' Earlier, some lawmakers had also filed a similar proposal at the House during Dr KC's seventh fast-unto-death on August 11, 2015. READ ALSO:
