House rejects budget bills with majority votes

KATHMANDU: The Parliament with majority votes rejected the Finance Bill, the Bill to Raise Domestic Debt and the Loan and Guarantee Bill, on Friday. The bills were rejected after the previous ally CPN Maoist Centre and the main opposition Nepali Congress decided to vote against the bills. (Updated) House rejects Finance Bill, Bill to Raise Domestic Debt KATHMANDU: The Parliament rejected a proposal of Finance Minister Bishnu Prasad Paudel seeking endorsement of the Bill to Raise Domestic Debt. Meanwhile, discussion on the Loan and Guarantee Bill is underway. Taking part in the discussion, Nepali Congress leader Minendra Rijal urged Finance Minister Paudel to withdraw the Loan and Guarantee Bill as two other vital bills related to the annual budget were already rejected by the Parliament. In response, Paudel explained that both domestic and foreign loans were necessary for the nation to expedite development works. The Parliament meeting is currently holding discussions on the Bill to Raise Domestic Debt, and Loan and Guarantee Bill. Taking part in the discussion on the Bill to Raise Domestic Debt, former Finance Minister and Nepali Congress leader Ram Sharan Mahat criticised the bill as it added unnecessary debt on Nepali people. In response, Finance Minister Bishnu Prasad Paudel said the increased debt was necessary to meet financial needs of the nation. Taking part in the discussion on the Finance Bill, NC lawmaker Prakash Sharan Mahat said his party would vote against the bills. Likewise, Krishna Bahadur Mahara of the CPN Maoist Centre said his party would also vote against the bills as it had already withdrawn the support extended to the government and filed the no-confidence vote. The party has already decided to vote against all three bills, he added. Meanwhile, Finance Minister Bishnu Prasad Paudel defended the bills claiming they had aimed to strengthen the national economy. He said the government was capable enough to collect tax by implementing all the bills. He also questioned CPN MC's claim that the bills were meaningless, reminding that the party was a part of the government which prepared the bills. The discussion could not have taken place for more than a week after CPN Maoist Centre and Nepali Congress had filed a no-trust motion against the government last week. Nepal Workers and Peasants Party lawmakers Prem Suwal and Dilli Prasad Kafle tabled their amendment proposals to the Finance Bill during the meeting.
