Parliament to elect new PM on Wednesday

Kathmandu, July 31 With the one week allocated by President Bidhya Devi Bhandari to the parties to come up with consensual candidate for new prime minister ending today without yielding any result, the Legislature Parliament is preparing to hold the election of the new PM under majority system on Wednesday. As it is almost confirmed that CPN-Maoist Centre’s Chairman Pushpa Kamal Dahal will be elected new PM with the backing of the Nepali Congress and some other fringe parties, he is preparing to form a small size cabinet after his swearing-in on Thursday, according to sources. President Bhandari will write to Parliament tomorrow to begin the process of electing the prime minister under majority system, according to her Political Adviser Bheshraj Adhikari. “As President Bhandari is expected to write to the parliament before tomorrow’s House meeting slated for 3:00pm, the Parliament will begin the process tomorrow itself after it gets letter from the president,” said Speaker Onsari Gharti’s Press Adviser Babin Sharma. Speaker Gharti will read out the letter from the president and nominate Secretary General of Parliament Manohar Prasad Bhattarai to move ahead with the election process, according to Sharma. Bhattarai is preparing to publish election programme with a schedule of filing nomination on Tuesday and holding election on Wednesday, according to him. Meanwhile, President Bhandari today met leaders of five major political parties – Prime Minister and CPN-UML Chairman KP Sharma Oli, Nepali Congress President Sher Bahadur Deuba, CPN-Maoist Centre’s Chairman Pushpa Kamal Dahal, Rastriya Prajatantra Party-Nepal’s Chairman Kamal Thapa and Madhesi Janaadhikar Forum-Democratic’s Chairman Bijaya Kumar Gachhadar – at her office in Shital Niwas and urged them to move ahead on the basis of consensus, said a statement issued by the president’s office. During the meeting, the leaders had suggested her to begin the process of electing PM under Article 298 (3). The provision reads, “In the event of failure to have an understanding under Clause (2), the prime minister shall be elected by a majority of all the then members of the Legislature-Parliament.” President Bhandari, under Article 298 (2), had called the parties on July 25 to choose consensual prime ministerial candidate within a week and the parties failed to produce the name within the deadline that ended today. CPN-UML will also file nomination for the premiership and the name of the candidate will be decided by Tuesday, according to UML Chief Whip Bhanu Bhakta Dhakal. Meanwhile, Dahal today met Chairman of RPP-Nepal Kamal Thapa at the CPN-MC’s Parliamentary Party Office in Singha Durbar requesting the latter for support in forming the new government. Thapa, according to RPP-N’s Co-spokesperson Mohan Shrestha, said he would respond only after holding consultation within his party.
