Speaker urges PM to help end House obstruction

Kathmandu, December 10 Speaker Onsari Gharti Magar today met Prime Minister Pushpa Kamal Dahal and urged him to help end the obstruction in the Parliament. The CPN-UML and some fringe parties have been obstructing House proceedings protesting registration of the constitution amendment bill. The Speaker’s Press Adviser Babin Sharma said the Speaker told the PM that the House had not been able to move ahead with the impeachment motion against chief of the Commission for the Investigation of Abuse of Authority and pass some urgent bills such as election related bills and constitution amendment bill due to the obstruction. Magar told the PM to use the next four days to forge consensus as she will be visiting the United Arab Emirates and there will be no House meeting during that time. She hoped that she would not have to face obstruction of the House when she returned and that legislative works could proceed without any hindrance. Sharma said the PM told the Speaker there was possibility of agreement between the ruling and opposition parties before the next meeting of the House and he would intensify efforts to win the confidence of opposition parties on the bill. The Prime Minister’s Press Adviser Govinda Acharya said the PM told the Speaker that opposition parties were obstructing House proceedings even though the constitution amendment bill was not listed in the business of the House, which was an indication that opposition parties were stalling House proceedings to stall the debate on the impeachment motion filed against CIAA chief Karki and election related bills. According Acharya, the PM appreciated the Speaker’s role in trying to end the House obstruction and told her that he too would intensify dialogue with opposition parties to end the obstruction of the House.
