Kathmandu, December 16 The Local Bodies Restructuring Commission said today it was preparing to furnish its reports to Prime Minister Pushpa Kamal Dahal on Tuesday. The constitutional body, which is mandated to determine the number and boundaries of local bodies, said the reports of all districts, including the districts in Province 2, had been completed and officials were signing the final copies. “We have sought time with the prime minister to submit the reports,” said LBRC member Neeraj Shah. He said the commission had finalised the report on Province 2 on the basis of suggestions offered by its technical committee and other stakeholders. Earlier, the commission had invited members of district technical assistance committees and lawmakers of all political parties to its central office for discussion after it failed to forge consensus on the number of local bodies. Lawmakers of ruling parties and the main opposition UML had participated in the meeting, but they demanded that the number of local bodies be fixed on the basis of population. They had also demanded that the issues raised by Madhesi parties be addressed prior to preparing the reports. “We have prepared reports of Province 2 based on suggestions offered by our technical committees and other available leaders and lawmakers,” said Shah. According to Shah, the commission has proposed to form less than 744 local bodies, including village councils and municipalities. After the commission submits its first report, it will begin work on determining special, autonomous and protected regions as mentioned in the new constitution and the commission will prepare the second report on the issues by March 13.
