Kathmandu, July 10:

Supreme Court Justice Anup Raj Sharma stre-ssed that there should not be hasty proceedings to frame a new constitution as the country has entered into the process of making new constitution through constituent assembly polls.

Speaking at a discussion on ‘’Challenge of rights to participation and representation and balance’’ organised here yesterday by National Forum of Law Professionals for the State with Rule of Law, he argued the interim constitution could not be framed within 15 days.

Stating that he is speaking as a civilian, Sharma said the autocracy would be reinvigorated if the solution to the problem is not found, which, he said, would be detrimental to the nation.

The inclusive approach is limited only in slogans and political parties have not yet come up with a draft containing procedures and modalities of CA, said Sharma, urging the MPs not to be euphoric in self-indulgence.

Constitution expert Dr Surya Dhungel said the upcoming constitution should be all-inclusive and extensively participatory. Senior Human Rights Officer of the OHCHR in Nepal David Johnson recommended that women, the oppressed groups, excluded, Dalits and indigenous people be included in the process of drafting constitution.
