Kathmandu, January 7:

Calling for the fulfilment of its 13-point demand, a team of the Higher Secondary Teachers’ Association, Nepal (HISTAN) submitted a memorandum to the vice-chairman of the Higher Secondary Education Board (HSEB) yesterday.

The memorandum has accused the HSEB of trying to refrain from its responsibility by not appointing teachers in higher secondary schools and compelling the communities and the schools to bear heavy financial burden. Though the HSEB receives millions in aid, it has been collecting huge sum of money from students, the memorandum said, adding that community-appointed teachers have been suffering because of the inability of students to pay fees.

The memorandum signed by HISTAN president Surendra Thapa and general secretary Deepak Raj Subedi also stated that HSEB has been misinforming people by claiming to have increased the salary of teachers of the higher secondary level to Rs 13,200 and provided two teachers to every school.

The HISTAN has demanded that the board make public the report of the commission on service, terms and benefits of the teachers and employees of the HSEB immediately. It has also called for the dissolution of the Higher Secondary Level Subject Committee and the formation of a new committee comprising teachers of the higher secondary level. The HISTAN has demanded that permanent affiliation be provided to all community higher secondary schools.
