CIAA, NHRC rue delay in statute-drafting process

Kathmandu, November 4:
Thanks to the delay in constitution drafting process, constitutional bodies like CIAA and NHRC have not been able to make their stances clear on how and what to suggest the constitution drafting body.
The Commission for Investigation of Abuse of Authority (CIAA) and the National Human Rights Commission (NHRC) are waiting for the Constituent Assembly to begin constitution drafting process at the earliest.
“As the CA has yet to start its job, we have been waiting for the initiation of formal process to suggest it,” CIAA commissioner Beda Prasad Siwakoti told this daily today.
The CIAA and NHRC have been conducting studies to suggest the CA regarding their constitutional position in the new constitution.
The Supreme Court had also formed a committee to suggest the CA a few months ago. But the apex court postponed the study following objections from some Justices, who felt that the study and recommendation to the CA might encroach the jurisdiction of the CA.
“We have been carrying out our study and interactions and we will submit our report only after the CA formally starts the constitution drafting process,” NHRC Secretary Bishal Khanal said.
