KATHMANDU: The winter session of the legislature-parliament couldn't convene on Sunday as well. The meeting has been postponed till Monday, without entering into its scheduled business, after the opposition parties continued obstructing the meeting, demanding the government's assurance of not taking action against Chief of Army Staff Rookmangud Katawal. Before Constituent Assembly chairman Subas Nembang announced to put off the House business, opposition parties cautioned the UCPN-Maoist not to take any action against the CoAS, while the Maoist lawmakers tried to justify the government's decision to take action against Katawal. After putting forth their views, the lawmakers of the NC, TMDP and other fringe parties surrounded the well and chanted slogans against the government's decision to intervene into the national army. They said that the running of the House business would have no meaning until the government assured the House that it would not intervene in the NA. The Maoist lawmakers were also not to be left behind. They also chanted slogans against the obstruction of the House business. However, the lawmakers of UML and some other parties remained calm. UML lawmaker Shankar Pokharel urged the Maoists not to take unilateral decision on Katawal issue, as almost all the parties are seeking national consensus for the same. 'The 'people's supremacy' is not the order and instruction of any person. The issue should be solved on the basis of national consensus,' he added. Dr Ram Sharan Mahat of the NC slammed the Maoists and Prime Minister Pushpa Kamal Dahal for seeking clarification from the CoAS with the sole intention of removing him from the post. 'The PM and the Maoists are prejudiced with the CoAS. They want to politicise the national army, which is an apolitical national institution,' he added. Saying that the parliament is the highest civilian authority in the country, Dr Mahat said it would be disrespect to people's supremacy if the Maoists chose to move ahead by ignoring the voice of the House. He also alleged that the Maoists wanted their own supremacy in the name of people's supremacy. Dr Mahat also refused to buy the PM's logic that Katawal was an obstruction in monitoring, rehabilitation and integration of the Maoist combatants. UCPN-M's spokesperson Dina Nath Sharma accused the NC of trying to make the President powerful with the support of national army. 'The NC wants to impose presidential rule using the NA. It is unfortunate that the NC is trying to demolish the democratic set up by blowing up the Katawal issue,' he alleged. He also slammed the main opposition for trying to invite military rule as in Pakistan and Bangladesh. Raj Kishor Yadav of the Madhesi Janadhikar Forum alleged the Maoists of trying to define the concept of people's supremacy in their own terms to serve their vested interest.
