NUWAKOT: Most of the VDC secretaries in Nuwakot district have been carrying out their duties from the district headquarters Bidur though District Development Committee (DDC) has directed them to be stationed in respective villages. Locals are hit hard after the secretaries did not return to their villages even after the end of the armed conflict. The secretaries were displaced due to the rebels’ threat during the decade-long Maoist insurgency. Ram Krishna Bhatta, a resident of Kahule, complained that villagers had been suffered badly as their secretary was running his office in a rented room without an office board in the headquarters. Bhatta said the villagers were obliged to look for their secretary everyday. Fifty out of 61 VDC secretaries 61 are performing their office works dwelling in the district headquarters. DDC officials claimed that the secretaries were working from both the areas: district headquarters and VDCs though all secretaries have not gone to the concerned locations. According to the VDC Secretaries Welfare Centre, there were problems for the secretaries attending their offices in the villages. Chandra Bahadur Pyakurel, Chairman of the Centre claimed that secretaries were providing services to the locals from district headquarters and villages wherever the service seekers were available. Pyakurel said locals had got more facilities after they provided services from both the areas. Secretaries say tendency of establishing offices in two places should be looked positively as the locals have got faster and easier services although the amount of rent was high. Most of the Village Development Offices have two offices in the district.
