NRERRS panel submits report

KATHMANDU: The Constituent Assembly (CA) Committee on Natural Resources, Economic Rights and Revenue Sharing submitted its concept paper and preliminary report to CA Chairman Subas Chandra Nembang today. It took 11 months and two weeks to complete the concept paper, which will be tabled at the CA full House for further discussion on Tuesday. After receiving the documents amid a function held at the committee's secretariat Nembang thanked committee chairperson Amrita Thapa Magar and other members for completing the job within the deadline set by the seventh amendment of the CA work schedule. Nembang said although the process of drafting the constitution was comparatively complex, time-consuming and challenging task, people would feel their ownership to the new constitution. He said they followed a bottom-up approach so that the people would also able to give their feedback during the constitution drafting process. Magar said the report had envisaged bringing about economic restructuring of the country as a novel concept to empower people. According to Magar, the committee had also sought for experts' opinions and suggestions while preparing the concept paper. Former vice-chairman of the National Planning Commission Dr Shankar Sharma, and other experts Dr Rabi Sharma Aryal, Santosh Nepal, Yamnath Sharma, Dinmani Pokharel and Kalanidhi Poudel were consulted on a number of issues. Three other committees of the CA — State Restructuring Committee, Committee on the Forms of Governance and Constitutional Committee — are yet to submit their reports.
