KATHMANDU: Chief Justice Min Bahadur Rayamajhi today appealed for reviewing the constitutional history of the country while drafting the new Constitution through the Constituent Assembly. Stating that Nepal witnessed six constitutions in six decades, Rayamajhi suggested reviewing the experience. The CJ was addressing a programme organised by Pairavi Prakashan to launch a book -- Constitutional History of Nepal and Constitutional Documents -- penned by former Supreme Court Justice Top Bahadur Singh. Constitutional law expert Purna Man Shakya called on politicians to respect basic characters of the Constitution while drafting a new Constitution and not to act only on mob pressure and the slogans of the sister organisations of the political parties. “Without respecting its basic characters, a constitution cannot be a perfect document,” Shakya added. Constitutional lawyer Dr Bhimarjun Acharya accused political parties of working on the pressure of mob and party wings, instead of paying attention to the constitutional history of the country. “Without respecting constitutionalism, a good constitution cannot be expected,” Acharya added. The author also alarmed at the failure of the Constitution to be promulgated by the CA. He stressed to respect the letter and the spirit of the Constitution. Stating that the constitution is a legal and political document, he called on all to respect this inherent character. Meanwhile,Supreme Court Justice Khil Raj Regmi also underlined the need to review the constitutional history of the country before drafting the new Constitution.
