Army gives suggestions on draft constitution

KATHMANDU, July 19

Expressing concerns about some provisions included in the preliminary draft of the constitution, the Nepali Army has suggested that the Public Service Commission (PSC) should not be involved in recruitment, appointment and promotion of NA personnel.

Also, the NA has asserted that the Commission for the Investigation of Abuse of Authority (CIAA) should not be given the right to investigate the conduct of its employees.

Submitting its suggestions on the draft constitution to NA Supreme Commander-in-Chief, President Ram Baran Yadav and Prime Minister Sushil Koirala, the national security force said that the Army Act itself is sufficient to manage recruitment, promotion and other affairs regarding rewards and punishments.

Likewise, the NA demanded that the Chief of Army Staff be included in the National Defence Council. The President should appoint the CoAS on the recommendation of the Cabinet, it added.

According to the Directorate of Public Relations of the NA, CoAS Gaurav Shumsher Rana met the president and PM yesterday and on sunday respectively, furnishing the suggestions.
