CA unanimously endorses Sept 20 as date of new constitution commencement

KATHMANDU: The Constituent Assembly (CA) on Tuesday unanimously endorsed a motion to announce the commencement of the new constitution on September 20.

Nepali Congress chief whip Chinkaji Shrestha had presented the motion, proposing the date for the announcement of commencement of new charter. The chief whips of two other parties -- CPN-UML's Agni Prasad Kharel and UCPN-Maoist's Giriraj Mani Pokharel -- seconded it.

The motion was tabled at the CA as per the Rule 49 of the Constituent Assembly Rules, and the date was proposed on a par with the Rule 110 (3).

The Rule 110(3) of the Constituent Assembly Rules says that the CA shall organise a formal national ceremony on the date fixed for the commencement of the constitution and the CA chairman shall submit a copy of the constitution -- the Revised Bill on the draft constitution signed by the CA members and authenticated by the CA Chairman after its endorsement -- to the President.  The same rule says that the President shall sign on the copy and proclaim to the people that the new constitution has commenced.

 

Preparations have already been made to announce the constitution at the CA hall.

Earlier this morning, CA Chairman Subas Chandra Nembang handed over an invitation to President Ram Baran Yadav for the function.

Prime Minister Sushil Koirala also called on the head of the state. It has been learned that the President expressed his dissatisfaction over the recent turns of events and the failure on the part of the major parties and CA to include Madhesi and other disgruntled forces in the final stage of constitution making.

The President reportedly is not happy over the "unilateral fixing" of date of official ceremony being organised for the announcement of commencement of constitution.

Meanwhile, the CA is voting on individual articles of the new constitution.
