• The commission failed to submit a report within deadline

The High-level National Education Commission, during its third meeting held yesterday, determined eight sectors to  prepare a detailed report  to formulate new education polices and planning in the federal structure. The meeting also formed eight different groups to look into each sector.

HLNEC was formed by the government on September 4, 2017, to prepare a detailed report to formulate new rules, regulations and laws needed for smooth functioning of the education sector in the newly implemented federal structure.

The government had formed the commission for the first time to prepare a detailed education plan from pre-primary level to university level.

The commission chaired by the education minister was required to submit a report within five months of its formation, but the commission has not been able to do more than forming a task force 11 months after  its formation.

Local levels and provincial governments have not been able to run schools smoothly and make education policies mainly due to lack of proper education plan at the national level.

The first group led by educationist Gangalal Tuladhar will look into ‘higher education’. The working area of this group will be issues related to university education. The second group covers ‘secondary education’ led by educationist Shyam Shrestha. The third group will focus on ‘primary education’, which is led by educationist Min Bahadur Bista.

Other groups will look into ‘practical and vocational education’ ‘good governance, finance and cooperatives’  and ‘quality education’, among others.

Member secretary of the committee, who is also spokesperson for the Ministry of Education Baikuntha Aryal said scholars, educationists and experts could give their suggestions in their field of expertise.
