House meeting postponed for want of Red Book, resumes
KATHMANDU: The House meeting, which was postponed for half an hour owing to protests by the main opposition Nepali Congress, resumed after copies of the Red Book were distributed.
The largest political force in the legislative body had resorted to the protest as the government failed to distribute details of the government's annual plan (the Red Book I) as per the new budget statement.
In the meeting, Education Minister Giriraj Mani Pokharel tabled the Education Act Eighth Amendment Bill - including a report from the Women, Children, Senior Citizens and Social Welfare Committee - for discussion.
Lawmakers of various parties took part in the discussion before the Bill was endorsed.

House meeting postponed for half an hour due to NC protest
KATHMANDU: The House meeting was postponed for half an hour today as the main opposition party Nepali Congress obstructed the meeting.
The largest political force in the legislative body had resorted to the protest as the government failed to distribute details of the government's annual plan (the Red Book I) as per the new budget statement.
While distribution of the Red Book was listed in the meeting agenda today, it was later dropped due to some technical errors.
Speaker Onsari Gharti had informed the lawmakers that the Red Book contained some erroneous date and the National Planning Commission was correcting that.
However, speaking at the House meeting, NC Chief Whip Chinkaji Shrestha announced that the party could not let the House move ahead unless the Red Book was distributed as announced by Finance Minister Bishnu Paudel yesterday.
After Shrestha's announcement, the opposition lawmakers had stood up from their seats in protest, forcing the Speaker to postpone the meeting.
