Kathmandu, September 17

President Ram Baran Yadav will deliver no formal speech or make any verbal announcement but will only show the copy of the new constitution to those present during the last meeting of the Constituent Assembly scheduled for 5:00pm on Sunday as part of the formal announcement of the commencement of the new constitution, as per the preparation made by the CA Secretariat for the grand ceremony.

“The President will sign on a designated page that mentions his announcement of commencement of new constitution in accordance with 110 (3) of the CA Rules. He will then show the copy of the new constitution in the CA’s formal meeting, which will be attended by foreign dignitaries and diplomats.

Since his signing on the designated page will become the formal announcement of the commencement of the constitution, he will not have to deliver any speech or announce the commencement verbally,” said CA Chairman Subas Chandra Nembang.

“I declare before Nepali people the commencement of Nepal’s Constitution, passed by Constituent Assembly and authenticated by Constituent Assembly chairman, on today’s date 20 September 2015,” reads the designated page on which the President will sign.

After signing the document and showing the copy of the new constitution, the President will leave the meeting venue, according to Nembang. “The CA meeting will be paused while the President departs. CA chair will then deliver a speech thanking the CA members. With this the CA’s term will automatically end and it will be transformed into Parliament,” Nembang said.

The CA Secretariat will distribute the copies of the new constitution, which is divided in 35 parts and has 308 articles, to CA members and invitees after the ceremony on Sunday itself. It has also organised a dinner for invitees as part of the ceremony, according to the CA Secretariat.

Meanwhile, the CA today prepared the final copy of the new constitution by sequentially arranging the contents and correcting minor errors.

A five-member panel headed by Chairman of the Constitutional Political Dialogue and Consensus Committee Baburam Bhattarai today completed the task and handed over the document to Nembang. “The CA Secretariat will fine tune the copy of endorsed constitution by tomorrow morning and print five copies, on which the CA members will sign from 9:00am to 3:00pm tomorrow itself. The CA chair will then authenticate the copies,” said Nembang.

Two of the five original copies will remain in the CA Secretariat and CA library, while one each will be forwarded to President’s Office, Office of Prime Minister and Council of Ministers and Ministry of Law, Justice, Constituent Assembly and Parliamentary Affairs, according to assistant spokesperson for the CA Secretariat Sudarshan Kuinkel.
