Have not crossed jurisdiction, clarifies Speaker
KATHMANDU: Speaker Onsari Gharti Magar said she did not cross her jurisdiction by responding to the recommendation of the Judicial Council to forward appointment process of 11 new justices at the Supreme Court.
Amid controversies over her response to the Council that the Parliament currently could not hold parliamentary hearing on the names, Gharti Magar called on Chief Justice Kalyan Shrestha, who also chairs the Council, and informed him that she did not have any ill intention in responding to the recommendation.
"I have understood my rights and responsibilities," the Speaker told journalists at her office after the meeting, "I have not made this decision recklessly."
"I have just informed (the Council) what the reality is now."
Of late, the chief of the legislative body has been dragged into controversies for allegedly refusing to obey the Council's recommendation.
Speaker Ghartio said that she had informed the Chief Justice that the recommendation could not be forwarded immediately in absence of the Parliamentary Regulations and the Parliamentary Hearing Committee.
"I am ready to seek solution by calling the Legislature-Parliament meeting at the earliest," she told journalists, "Initiatives have been taken from my side. I have asked parties to find agreement on the Regulations."
A few days ago, the JC had nominated new 11 justices Dipak Karki, Kedar Chalise, Sarada Prasad Ghimire, Meera Khadka, Hari Krishna Karki, Bishwambhar Shrestha, Ishwar Khatiwada, Anand Mohan Bhattarai, Anil Kumar Sinha, Prakash Man Singh Raut and Sapana Pradhan Malla.
