Prez for adopting democratic principles in new statute

KATHMANDU: President Dr Ram Baran Yadav today expressed the need to induct democratic principles in the new Constitution, to be promulgated by the Constituent Assembly. "Independence of judiciary, rule of law, human rights and freedom of press must be guaranteed in the Constitution," Dr Yadad said. "Everybody should make efforts in drafting a democratic Constitution for the purpose." The Head of the State was addressing an inaugural session of the three-day International Conference on Dynamics of Constitution Making in Post-conflict Scenario, jointly organised by the Nepal Constitutional Foundation, Tribhuvan University Faculty of Law and Supreme Court Bar Association. "The conference should discuss and find ways to ensure justice for all," Dr Yadav said. "The new law of the land must not have room for violence, lawlessness and injustice," he added. Stating that the Constitution should be promulgated with a political consensus, Dr Yadav said the political parties are obliged to promulgate the statue within the stipulated time. CA chairman Subas Chandra Nembang said the special-purpose assembly was operational for the last 20 months to draft the Constitution, adding that only two of the nine committees had not submitted their reports. "Now the CA will deliberate on the reports," Nembang added. Stating that the CA was practising the button-up approach, he said the Constitution would be readied on time, despite ongoing debates on whether to adopt the parliamentary or the presidential system. The CA chairman pledged to consider the outcome of the conference. Forty-six experts from 16 countries, including India, China, Kenya, Australia, Singapore, Germany, Sri Lanka, Finland and Canada, will discuss emerging principles such as federalism and inclusiveness in the country during the conference. Minister for State Restructuring Dr Minendra Rijal also stressed on consensus among political parties while drafting the Constitution. Professor Wiktor and experts Robert Piper, Surya Dhungel, Dr Bipin Adhikari and Dr Amber Prasad Pant advocated adoption of democratic principles in the Constitution.
