Labour Ministry moves to implement reform agenda; token system scrapped

KATHMANDU, MARCH 30 The Ministry of Labour, Employment and Social Security has initiated steps to implement its components of the government's recently approved 100-point governance reform agenda. A meeting held at Singha Durbar in the presence of Minister Dipak Kumar Sah on March 29 discussed the reform measures endorsed by the Cabinet on March 27. The minister directed officials to prepare and immediately implement action plans to make the labour sector more organised, dignified and secure, while ensuring protection of workers' rights. As part of the decisions, the ministry has scrapped the token system for labour approvals and begun issuing approvals on the same day of application. The ministry has also prioritised measures to enhance the safety and welfare of Nepali migrant workers, including setting minimum standards for foreign employment by assessing wages, workplace safety, health conditions and working environments. Other key initiatives include developing audio-visual materials for pre-departure orientation training and making such training fully online, ensuring effective implementation of minimum wages, and expanding enrolment in the contribution-based social security scheme. The ministry has also decided to organise skill fairs in all provinces in partnership with the private sector, promote domestic employment through skill development programmes, and streamline service delivery by integrating information technology to reduce cost and time. In addition, the government plans to curb fraud in foreign employment, strengthen occupational health and safety standards in industries, and promote entrepreneurship and production to generate jobs within the country. The ministry has further decided to expand bilateral labour agreements with five more countries and initiate reforms in existing labour-related laws in line with current needs.
