MoCIT approves reform plan to fast-track digital public services

KATHMANDU, APRIL 7 The Ministry of Communication and Information Technology has approved a set of key reform programmes aimed at implementing delivery-based governance and improving public service delivery. Issuing a press release, the ministry said it has endorsed a time-bound action plan covering 10 priority areas with specific performance indicators, timelines and responsible officials, in line with the Cabinet decision of March 27. The reforms focus on making public services more citizen-friendly, efficient and technology-driven. Among the major initiatives, the ministry plans to introduce an integrated application system within 45 days through the Nagarik App, linking services such as police reports, passports and driving licences. The police report service via the app has already been implemented. The government also aims to expand postal services into a nationwide courier system within 90 days to deliver documents such as passports, driving licences, academic certificates and SIM cards across all 77 districts, while also facilitating the transport of medical samples. To address delays in driving licence issuance, authorities will ensure printing within 24 hours of receiving data, with a target to clear a backlog of around 2.9 million licences by mid-July 2026. In the telecommunications sector, the ministry plans to improve mobile data services in coordination with the Nepal Telecommunications Authority, including usage alerts after 90 percent data consumption and options to disable pay-as-you-go services. Over 250 government websites and applications will be upgraded within 30 days to make them more user-friendly and accessible, including for persons with disabilities. Additional measures include improving 4G service quality through additional frequency allocation, introducing a one-time KYC system for telecom services, and enabling fully online access to services such as eSIM distribution, SIM replacement and grievance handling. The ministry also plans to establish one-stop service centres at all Nepal Telecom offices to streamline service delivery. Furthermore, draft laws related to information technology, e-governance, cybersecurity, data protection and artificial intelligence will be prepared within 90 days. The ministry said the reforms aim to ensure faster, transparent and effective service delivery to citizens within the stipulated timelines.
