Parliament to debate 27 Bills

KATHMANDU: The winter session of the Legislature-Parliament began today with Finance Minister Surendra Pandey tabling the Economic (first amendment) Ordinance, 2066 for consideration. Today's meeting concluded within few minutes after Speaker Subas Chandra Nembang read a letter from the President's Office about the commencement of the winter session of parliament. The House observed a two-minute silence in memory of known and unknown martyrs before the Finance Minister tabled the Finance (first amendment) Ordinance, 2066. The next House session has been scheduled for Wednesday. The winter session will discuss a total of 27 Bills, including two private Bills tabled by lawmakers Bishwendra Pashwan of Dalit Janajati Party and Sarita Giri of Nepal Sadbhavana Party (Anandi Devi). Lawmakers Paswan and Giri had tabled the private Bills during the previous Budget session but they could not be discussed then. Other important Bills that will be discussed during the winter session are Bill on Disappearing Persons (crime and punishment), 2066 and Bill on the Truth and Reconciliation Commission, 2065. Other Bills, according to the parliament secretariat, include Bill on amending some Nepal Acts related to judicial administration, 2066, Bill on Reconciliation, 2066, Bill on Garbage Management, 2066, Bill on amending some Nepal Acts, 2065, Bill on Special Economic Zone, 2065, Bill on National Dalit Rights Commission, 2066. Seven other Bills were discussed during previous session of parliament. It is expected that these Bills will be endorsed by parliament during the winter session if lawmaker do not seek any amendments to the Bills. The Bills to be endorsed include Bill on Bank and Financial Institution, 2066, Bill on caste-based discrimination and untouchability (crime and punishment), 2066, Bill on sexual harassment in workplace (eradication), 2066, Bill on Far-Western University, 2066, Bill on Mid-Western University, 2066, Bill on Agriculture and Forestry University, 2066 and Bill on Bagmati Civilisation Development Council, 2066. There are eight more Bills which are still under consideration in the parliamentary Statutory Committee. These Bills will also be tabled during the winter session. These include Bill on Scholarship (third amendment), 2065, Bill on Nepal Electricity Regulatory Commission, 2065, Bill on commercial business of housing and real-estate, 2065, Bill on investment board, 2065, Bill on Electricity, 2065, Bill on tobacco related materials (control and regulatory), 2066, Bill on National Human Rights Commission, 2066 and the Bill on national law and international relations studies academy, 2066.
