Home ministry reshuffles 22 DIGPs

Kathmandu, February 5 The Ministry of Home Affairs has reshuffled 22 deputy inspector generals of police as per yesterday’s mister-level decision. According to Nepal Police Headquarters, there is a tradition of reshuffling police officers after they serve for more than a year at any office under the purview of Nepal Police. As per the decision, Hemant Malla Thakuri has been transferred to Police Division of the Commission for the Investigation of Abuse of Authority, Keshav Prasad Adhikari to Training Directorate, Shyam Bahadur Khadka to the Department of Human Resources, Nawa Raj Silwal to the Central Investigation Bureau, Prakash Aryal to the Metropolitan Traffic Police Division and Jaya Bahadur Chand to the Narcotics Control Bureau. Similarly, Ram Kumar Khanal has been assigned to lead Women and Children Service Directorate, Pashupati Upadhyay to Regional Police Office (Hetauda), Devendra Subedi to Research and Planning Directorate, Vijay Lal Kaystha to Crime Control Bureau (Crime Investigation Department), Madhu Prasad Pudasaini to Crime Investigation School, Madhav Prasad Joshi to Secretariat of Inspector General of Police, Keshari Raj Ghimire to Regional Police Office, Biratnagar, Kamal Singh Bam to Regional Police Office, Pokhara and Mingmar Lama second-in-command to the Metropolitan Police Office. Likewise, Pankaj Shrestha has been transferred to Traffic Police Directorate (Nepal Police Headquarters), Madhav Prasad Nepal to Regional Police Office (Surkhet), Rana Bahadur Chand to Junior Police Officers Academy (Bharatpur), Govinda Prasad Niraula to the Metropolitan Police International Airport Security Guard, Bijay Kumar Bhatta to Regional Police Office Dipayal and Romendra Singh Deuja to Procurement Section (Nepal Police Headquarters). In case of Gopal Bhandari, who was suspended after being charge-sheeted by CIAA on a corruption case when he was in-charge of TIA Police, has been posted in Security Service Directorate.   SSP Adhikari recalled to headquarters Kathmandu, February 5 The Nepal Police Headquarters today recalled SSP Pitambar Adhikari, in-charge of Lalitpur Metropolitan Police Range, for his alleged failure to keep close tabs on deputies under his command. A high-level source at Nepal Police informed that SSP Adhikari was recalled to the headquarters by the direct order of Inspector General of Police Upendra Kant Aryal. In one of the biggest bribery scams involving police officials, the Commission for the Investigation of Abuse of Authority had arrested four persons, including DSP Dayanidhi Gyawali, red-handed while accepting bribe for ‘settling ownership dispute over a Ekantakuna-based petrol pump’. DSP Gyawali, who was also spokesperson and litigation officer at the MPR, was held along with Inspector Ramesh Bahadur Singh, sub-inspector Lalmani Pandey and mediator Bishwakranti Singh while receiving Rs 450,000 bribe from the owner of the disputed petrol pump. DSP Gyawali, Inspector Singh and SI Pandey were under the command of SSP Adhikari at that time. “IGP Aryal recalled SSP Adhikari to the headquarters, stating that he should take the moral responsibility as the MRP in-charge for what his juniors did,” said the source. No one has been assigned yet to replace SSP Adhikari. On June 16, Inspector Padam Raj Joshi of the Metropolitan Police Circle, Swayambhu was arrested while bargaining with an absconding criminal for Rs 100,000 bribe. Similarly, CIAA caught DSP Tejendra Paudel, in-charge of the Metropolitan Police Circle, Thankot, in the act of taking Rs 35,000 bribe from a scrap dealer on July 28. In yet another incident, DSP Ramesh Tamang, in-charge of the Metropolitan Police Circle was held while accepting Rs 50,000 bribe from a service-seeker on January 22, last year. Meanwhile, IGP Aryal urged all security personnel against breaking the chain of command.
