Kathmandu, February 8 The third amendment to Police Rules-2015 has barred police personnel of all ranks from acquiring foreign diversity visa, permanent residency or green card and citizenshipof any country. According to Rule 101 (b), any police employee, who has obtained permanent residency of a foreign country or has applied for the same before the commencement of this rule, will be required to make a self-declaration thereof and submit details to his/her concerned office within 30 days from the date of commencement of this rule. Notification about the new amendment was published in the Nepal Gazette on January 25. The new law has stated that no police employee will be permitted to acquire or apply for permanent residency of a foreign country. Anyone can provide information to the concerned police office or Nepal Police Headquarters or the Ministry of Home Affairs if he/she comes across any police employee who has obtained or applied for permanent residency of any other country. The concerned investigative authority will recommend dismissal from service to Nepal Police Headquarters or the ministry if any police employee does not make a self-declaration after acquiring or applying for permanent residency of any country. However, if the concerned police employee gives details with evidences to the concerned office within 60 days of the commencement of this Rule, stating that he/she has quit the permanent residency of a foreign country and the process of application, no action will be initiated against him/her. Any police employee found guilty of violating this Rule will not be entitled to any facilities except the amount deposited in the employee fund after his/her dismissal. Earlier, the government had issued a circular to all government institutions, including Nepali Army, Nepal Police, Armed Police Force, Tribhuvan University, to amend their laws to prevent employees from acquiring permanent residency of any foreign country. The new provision has already come into effect in the Armed Police Force.
