CIAA Chief Karki avoids House panel meeting

KATHMANDU: The Commission for the Investigation of Abuse of Authority (CIAA) Chief Lokman Singh Karki failed to appear before the Good Governance and Monitoring Committee of the Parliament to discuss CIAA’s alleged interference into the entrance examinations of the Kathmandu University School of Medical Sciences (KUSMS). It has been learned that Karki did not show up at the meeting citing some health issues. He reportedly sent a letter to the House Committee saying he suffers from throat problems and doctor has asked him not to speak for a week. The Parliamentary Committee on July 22 had summoned all the officials of the anti-graft constitutional body, including its Chief Karki to discuss CIAA's interference into the entrance examinations of the KUSMS. Meanwhile, the Committee meeting formed a five-member team to looking into the CIAA's alleged interference into MD entrance examinations and submit a report in 10 days. Members of the team are Udaya Nepali Shrestha, Padma Narayan Chaudhary, Narasimha Chaudhary, Milan Rajbanshi and Janak Raj Joshi. Taking part in the meeting of Good Governance and Monitoring Committee of the Parliament, Shanta Raj Subedi, Secretary at the anti-graft constitutional body said that the CIAA has not intervened into the entrance examinations of the KUSMS. 'We have not intervened by moving outside of the constitutional and legal boundary,' he said. Saying that the Commission has always been serious about the University's academic freedom, Subedi said that the Commission only fulfilled constitutional role and duty as a 'watch dog' after repeated complaints of irregularities in examinations. He further made it clear that the CIAA carried out the inspection and monitoring of question papers and examinations by remaining on the outer layer and in consideration of the autonomy, and in understanding with the university's officials. Tribhuvan University Teaching Hospital’s senior orthopaedic surgeon Dr Govinda KC, who had ended his eighth fast-unto-death on the 16th day on Monday, had accused the CIAA and its chief Karki of the unnecessary interference in the medical education sector with a motive to promote corruption. Earlier on Thursday, three lawmakers including Gagan Thapa, Dhanaraj Gurung and Shyam Shrestha, had registered proposals of public importance at the Parliament Secretariat and Good Governance and Monitoring Committee of the Parliament seeking debate on the issues raised by Dr KC.
