MoFALD seeks updated details of govt offices

Kathmandu, November 17 The Ministry of Federal Affairs and Local Development has written to all departments, district development committees and sub-metropolitan cities, municipalities, and Kathmandu Metropolitan City, requesting them to provide updated details of their present structure, human resources, and physical and financial condition. According to Employee Administration and Internal Management Section of the ministry, the details are needed to execute functions relating to implementation of federalism and restructuring of administration as per the constitution. As per the decision of Federal Implementation and Administration Restructuring Coordination Committee chaired by Chief Secretary Somlal Subedi, the government is working to restructure the administration in coordination and collaboration with the Office of the Prime Minister and Council of Ministers. The ministry has directed the concerned agencies to provide it with the updated details of their existing structure, human resources and physical and financial status by segmenting them into federal, provincial and local levels. The financial status will include accumulated profit and loss, accrued liability, investment, outstanding dividends and revenues to be paid to the government and other liabilities and arrears among others. Similarly, physical assets involve house/hut with number of rooms, equipment, land and motor vehicles. Under the category of human resources, the concerned agencies have to submit details such as the number of employees belonging to special class, gazetted first, second and third class, and non-gazetted first, second, third and fourth class and classless ones. It will be applicable to all seven provinces. Meanwhile, the Local Body Restructuring Commission has received reports on local body restructuring from 60 districts across the country. The LBRC had asked the districts to provide details of structure and number of the local bodies. However, the LBRC said reports would be sent back to the district technical assistance committees for necessary additions as most of the reports had failed to meet the conditions set by the commission.
