Suggesting that further provisions be made for different levels of judiciary in the constitution, he said that Supreme Court is dealing with cases appealed by parties not satisfied by the decision in the district and appellate courts which has resulted in increase of petty cases in the Supreme Court. “To make Supreme Court effective, the the courts should be increased in numbers by making amendments to the constitution.”.“It is very necessary that the law and its implementation should be made more effective within the changing national scenario,” said Khatri.He opined that the provision of the Judiciary Council about the composition of courts should also be changed so as to make the Chief Justice more powerful and authoritative. He expressed this while presenting a paper on “Judiciary in the past and present” during a talk programme organised by Nepal Bar Council to mark the second anniversary of the passing away of senior advocate Late Shambhu Prasad Gyawali here on Saturday.“The Supreme Court is also facing problems on physical resources to upgrade the services as well as to develop the human resources,” said Chief Justice Keshav Prasad Upadhaya. He informed that necessary works are being undertaken to establish Judiciary Training Academy to provide trainings of international standards to help build capacity of the people involved in judicial services.He said that necessary steps are being taken to make the judicial process prompt and effective and result oriented. He questioned the loose entry of numerous cases of petty importance in the Supreme Court to make a bulk of cases pending.“It is a matter of serious concern that the judges in the different levels of the courts are being criticised. To prevent this, all the people working in the judicial system should be concerned and aware of all the possible baseless blames,” he said. “The decision and practices by judiciary system should be effective enough to make a distinct difference in the life of the poor people in the whole country, who constitute more than 50 per cent of the whole population and be able to draw their belief towards it,” said Sindhu Nath Pyakurel, vice chairman of the NBC and chairman of the Bar Association.
