KATHMANDU: The Commission for the Investigation of Abuse of Authority (CIAA) has directed the government to cancel licence of Nepal Water and Energy Development Company Limited granted for the 75-MW Upper Trishuli Hydro-Power Project. Stating that the company did not forward its work despite obtaining renewed licence, the CIAA directed to cancel the company's licence. The company had not performed what it should have been even after several deferrals of schedules, CIAA further stated. A secretary level decision of the Ministry of Water Resources had issued a survey licence to the company on August 5, 2008. The government, later, extended the tenure till November 9, 2010. 'However we found anomalies and hence directed to cancel the license,' Lalit Bahadur Limbu, acting chief commissioner CIAA, told The Himalayan Times. The CIAA has directed the secretary of the Ministry of Energy to call for bidding again. It has also directed the ministry to take action against erstwhile assistant manager Birendra Prasad Kayastha and Director Department of Electricity Development for their alleged involvement. The anti-graft body said that since the director had violated Section 3(7) of the CIAA Act, 2009 departmental action against him under the Nepal Electricity Authority Staffs Service Regulation was sought for. Meanwhile, the anti-graft body has directed the Ministry to begin the process of awarding licence to Manang Trade Link (MTL) for 20 MW Lower Modi Hydro Project. The CIAA stated that the Department of Electricity Development is yet to issue licence to Manang Trade Link even though MTL had completed necessary processes.
