KATHMANDU: Vice-chairman of UCPN-Maoist, Dr Babu Ram Bhattarai, opined that federal state can not be made principally without autonomy in terms of ethnicity, region and language. Speaking at an interaction on ''Features and Forms of Newa Autonomous Federal States'' organised by Newa Rastriya Mukti Morcha here on Saturday, Dr Bhattarai said, "States should be determined by autonomy rather than geographical independence.
