Gurung’s take on statute drafting process

Lalitpur, November 29:

Minister for Law Justice and Constituent Assembly Dev Gurung launched a book “Creating New Constitution: A guide for Nepali Citizens” published by International Institute for Democracy and Electoral Assistance (IDEA) amidst a function here today.

Addressing the function, minister Gurung said the book would contribute to the process of creating a new constitution of Nepal by providing basic aspects to the lawmakers.

‘Past constitutions had failed because they all were based on autocratic royal regimes and this time there is a challenge to write people’s constitution adopting real democracy,” he said, adding that another challenge was to address the demand of the right to self-determination.

Member of Constituent Assembly Sapana Malla Pradhan said the book analysed the lessons learnt from the past mistakes and dwelt on basic structure for framing a good

constitution.

“This would be a good guidebook for all the researchers, CA members and political cadres,” she said while commenting on the book of which she is one of the contributors. The book deals with ethnic diversity and strengthening civil society.
