LALITPUR: The responsibility for determining procedures to form local bodies has been passed back to SPA top leaders as the task force, formed to determine the procedures, could not forge consensus. Minister for Local Development, Dev Gurung, said the task force requested the top leaders to decide the procedures because it could not forge any consensus.
