Include safe sex in harm reduction

In Nepal, harm reduction is considered synonymous with syringe exchange. However, experts emphasise on the need to include programmes on substance abuse treatment and safe sexual encounters as well.
"Experiences have shown that former drug users can transmit HIV by indulging in sexual activities. Therefore, harm reduction programmes should also address the issues of safe sex," said Philippa Lawson, HIV/AIDS specialist for POLICY Project addressing a talk programme here today.
There were 6.4 million drug users in Asia as of 2002. While, there is a need for 66 per cent programme coverage to halt the HIV/AIDS transmission among injecting drug users, the programmes have covered less
than five per cent. Stating that harm reduction involves alternative methods, she said, "Different programmes must be considered as complimentary rather than conflicting."
