Local level officials barred from taking leave sans approval

The Ministry of Federal Affairs and Local Development has warned executive officers of the local levels against leaving their workplace without getting their leave sanctioned.

Employee Administration and Internal Management Section of the MoFALD issued a circular to all district coordination committees, metropolitan cities, sub-metropolitan cities, municipalities, rural municipalities and district technical offices after some executive officers were found leaving their place of work without prior approval of the ministry and even without informing the elected chief of local levels.

The circular reads that chief executives of the local levels can leave the concerned district only by obtaining prior approval of the ministry. When doing so, he/she shall ensure that the daily works of his/her office will not been affected in his/her absence.

In the case of districts where the first phase of local level polls have been conducted, the chief executives shall also obtain approval of chiefs of municipalities and rural municipalities in coordination with local development officer before leaving their workplace. “It will also require the local development officer to obtain prior approval of the ministry,” read the circular. Similarly, chief district engineers of district technical office shall have to obtain approval of local development officer by maintaining coordination with the Department of Local Infrastructure Development and Agricultural Roads.

“Any local level employee taking leave by fulfilling all requirements shall report to his/her work within the specified period,” it said. The ministry warned that any employee remaining absent from office without prior approval will be liable to action as per the existing laws.
