Officials, contractor booked for graft

KATHMANDU: The Commission for the Investigation of Abuse of Authority (CIAA) on Friday filed a corruption case at the Special Court against four persons including three government officials and a construction contractor.

The Commission said the then Member Secretary of the Singha Darbar Secretariat Reconstruction Committee Mani Prasad Rai, the then Under Secretary-Account Ram Bahadur KC and engineer Jagat Bahadur Ranabhat paid Rs 6.88 million more than the actual cost to the Gorkha Construction Company-Chakreswori JV for the construction of Ministry of Education office building in Singha Darbar.

Authentic representative of the construction company, Bijaya Babu Malla, was also made defendant in the case.

The anti-corruption constitutional body claimed that the officials used wrong indexes while calculating the construction cost and did not update transactions already made while paying a new installment among others in a bid to cause a loss to the government and improper benefits to them, in cahoots with the contractor.

The Commission said the three officials acted against Section 8.3 of the Prevention of Corruption Act, 2002.

Likewise, Malla also violated Section 8.4 of the Act, the Commission said.

Actions have been sought against them as per respective sections of the Act.
