Preparations on to deliver constitution by August 31

KATHMANDU: Constituent Assembly Chairman Subas Chandra Nembang is doing his best to ensure that the new constitution is delivered by the end of August, sources close to him told THT.

The CA is scheduled to take up the Constitutional Political Dialogue and Consensus Committee report for discussion on Tuesday morning. After discussing the report for two days, it will be forwarded to the Constitution Drafting Committee for preparing a “Reviewed Bill” in five days.

The CA members will be provided one day to study the bill, instead of three days provisioned in the CA Rules. The CA full house will then hold discussions on the bill for three-four days. CA members will be given two days, instead of seven, to file amendment proposal on any provision of the bill.

The CA full house will then pass every article with voice vote and the single bill by split vote within two-three days, according to an informal calendar prepared by CA Chairman Nembang. Some rules of the CA Rules will be suspended to adopt the short-cut method, said the sources.
