Procedure for hiring technical staff issued

The government has issued the procedure for managing technical staff in municipalities/rural municipalities.

According to the Ministry of Federal Affairs and General Administration, this procedure was approved for the purpose of hiring technical staff under Section 83 of the Local Government Operation Act.

“The local levels may appoint employees related to engineering, agriculture, livestock, forest, health service and any other technical fields on contract basis,” the procedure reads.

The local levels may announce vacancy notice by publishing it in the newspapers, notice board of concerned office or their website, giving a deadline of no less than 15 days for the submission of application. The candidates shall be selected on merit basis.  “Out of 100 marks, academic qualification carries 60 marks, working experience 10 marks, interview 10 marks and candidates of the concerned local level 10,” it says.

A three-member committee led by chief administrative officer of the local level shall publish a short-list of the applicants before conducting interview. “The local level shall appoint the successful candidates within seven days of announcement of final results,” the procedure reads. Generally, it requires the local levels to hire the technical staff for a period of one fiscal. The post of technical staff is renewable as required.
