Kathmandu, June 4

Samajbadi Party-Nepal today asked the Federal Public Service Commission to withdraw public notice it had issued for recruiting civil servants for 9,161 posts at local levels.

A press statement issued by the party said the move was against the principle of inclusion enshrined in the constitution.

The FPSC issued a public notice on Wednesday for recruiting 9,161 civil servants in 515 local levels, as per the instruction of  the Ministry of Federal Affairs and General Administration.

The FPSC had invoked the provision on ‘principle of necessity’ in the Government  Employees Adjustment Act in issuing the public notice.

Earlier, lawmakers representing the ruling Nepal Communist Party (NCP) and opposition parties, Nepali Congress and Rastriya Janata Party-Nepal had heavily criticised the FPSC’s move to recruit civil servants.

“Recruitment of civil servants at local levels is regulated by Local Government Operation Act. The Provincial Public Service Commission has final authority to recruit employees in provinces and at local levels,” statement read.

SPN also asked the FPSC to not collaborate with the federal government in this issue, stating such an act would violate the constitutional rights of the local governments.

The statement said the recruitment process by Federal Public Service Commission was taken without adhering to the principle of inclusion.

The notice issued by the FPSC, for example, has not allocated seats for all the clusters that qualify for reservation, as mentioned in Article 42 of the constitution.
