As many as 36 ward offices are operating without secretaries in Makawanpur.  Of the 102 wards of the 10 local levels, secretaries are stationed in only 66 ward offices and the remaining ward offices are being run by social mobilisers and office assistants.

Hetauda Sub-metropolitan City and Manahari Rural Municipality are the only two local bodies which have secretaries in all wards.

Social mobilisers are carrying out the duties of secretaries in wards 1,3, 7 and 12 of Thaha Municipality. Out of ten ward offices of Kailash Rural Municipality, only three wards have secretaries. Only wards 4 and 6 have secretaries at Bagmati Rural Municipality.

Social facilitators are running wards 1, 2 and 3 and office assistants are running wards 5, 7, 8 and 9 in Bagmati Rural Municipality. Out of nine wards, only four wards have secretaries at Raksirang Rural Municipality. Likewise, only three wards of Indrasarowar Rural Municipality have secretaries.

Out of 12 wards, seven wards have secretaries at Bakaiya Rural Municipality while five ward offices are run by office assistants, according to rural municipality Vice-chair Sarala Bolkhele.
