514 killed in 2007 by non-state actors: INSEC
Kathmandu, February 19:
Some 514 people were killed in Nepal in 2007 by non-state actors, while 37 people were killed by the state, according to Informal Sector Service Center (INSEC).
The state’s involvement was less in the incidents of human rights violation. However, the human rights situation did not improve as expected even after signing of comprehensive peace agreement
Presence of the state for safeguarding people’s rights to life, especially in the Tarai remained very low, it said, adding: “There was widespread violence from the non-state actors in 10 districts of Madhes, including Morang, Sunsari, Saptari, Siraha, Dhanusha, Mahattari, Sarlahi, Rautahat, Bara and Parsa.”
In those districts, 29 people were killed by the state, while 98 people were killed by non-state actors, including Maoists, JTMM (G), JTMM(J), Madhesi Tigers, and the Madhesi Janadhikar Forum.
The report also points out the growing incidences of abduction cases.
A total of 1,700 people were abducted from throughout the country in 2007, out of which 343 were abducted only from the ten Tarai districts.
