KATHMANDU, FEBRUARY 5

The Ministry of Federal Affairs today issued a circular to all local levels directing them to post the vacancy notice published by the Central Bureau of Statistics on the notice board of their offices and ward office for wider circulation and publicity.

The CBS has recently announced the vacancy notice for hiring 8,000 supervisors and 39,000 enumerators to be mobilised for data collection during 12th National Census-2021 scheduled for 15 days from June 8 to June 22. In response to a request from the CBS, the MoFAGA has also urged the local levels to make publicity of the vacancy notice to ensure hiring of eligible supervisors and enumerators on a contract basis.

According to the CBS, the contract period of supervisors and enumerators will be of two months and one month, respectively. "A Nepali citizen, who has knowledge of local language, in addition to Nepali language, and has gained educational qualification of at least bachelor's degree shall be eligible to apply for the post of supervisor," the notice reads. However, the educational qualification for enumerator is minimum Grade XII.

The last dates of submission of application for supervisors and enumerators are 2 April and 28 April, respectively. The supervisors and enumerators shall be mobilised in accordance with the National Census Operation and Management Order issued by the Government of Nepal. As per the NCO- MO, data shall be collected from each household by conducting direct interview as per the approved questionnaires. The CBS may authorise the concerned enumerators deployed in the field to use paper-based questionnaire or tablet/ laptop or both, for data collection.

Personal details of employees working in Nepali missions abroad will be collected through e-census.

The CBS will designate officer-level civil servants as the chief of provincial, district and local level census office. The NCOMO also envisaged a provision of a coordination committee at the provincial, district and local levels to facilitate the concerned census offices in holding census in their areas.

The CBS may request the employees working under the federal, provincial and local governments to mobilise adequate human resource during national census. If adequate number of enumerators and supervisions could not be hired through the public notice, government employees would be deployed for the job.
