Caretaker President not allowed to nominate NA members: Ex-DPM Nidhi

DADELDHURA: The Nepali Congress leader Bimalendra Nidhi criticised President Bidya Devi Bhandari for revoking Sher Bahadur Deuba-led government’s nomination to National Assembly member. Former deputy prime minister Nidhi said that the president's move was against the spirit of the Constitution.

Addressing various programmes organised by NC in Province 7, on Friday, leader Nidhi asserted, "It was the obligation of Deuba-led government to hold all tiers of elections and nominate three members to the National Assembly."

Nidhi further said, "If the Deuba-led government was caretaker government for holding elections, then as the elections for the President is also announced, present President is also in the caretaker position."

Nidhi questioned how the President could nominate members to the National Assembly being the caretaker head-of-the-state.

Nepali Congress General Secretary Bimalendra Nidhi vowed that the party would seek legal and political remedy towards President's actions for appointing new members to the National Assembly by revoking erstwhile government's decisions.

He further shared that the NC successfully held three tires of elections for the implementation of Constitution and institutionalisation of the Federal Democratic Republic in the country.

"We faced debacle in the recent elections as we could not concentrate on our party structure and elections at the same time. However, our nation as a whole has won despite NC's heavy loss," Nidhi stressed.

Nidhi further clarified that NC's loss in the elections was also due to internal problems. "I proposed at the Central Committee meeting to review poll results after the election to National Assembly members and formation of new government."

NC leader Nidhi reiterated that he stands for unopposed election of the Nepali Congress Parliamentary Party leader.

"If the party fails to unanimously elect PP leader then party president Sher Bahadur Deuba would be elected as PP leader," Nidhi shared.

Former Home Minister Nidhi further said that the party would review election debacle and the change of guard would be determined after the 14th General Convention of the NC.

Earlier, the Deuba-led government had appointed Gopal Basnet, Chandani Joshi and Krishna Prasad Paudel to the National Assembly.

However, President Bidya Devi Bhandari did not nominate them to their posts citing detailed studies in their nomination.

KP Sharma Oli-led government nominated three members -- former Vice Chairman of National Planning Commission (NPC) Yubaraj Khatiwada (Jhapa), CPN Moist Centre lawmaker Ram Narayan Bidari (Makwanpur), and former NPC member Bimala Poudel Rai (Morang) to the National Assembly.

President Bhandari nominated them to the post as per Section B of the Article 86 (2) of the Constitution of Nepal recently.
