Kathmandu, April 6
The 10-party ruling alliance today unveiled its common minimum programme, pledging to defend the constitution, revise it as per the need, strengthen the democratic republican order, and implement federalism.
The ruling alliance, in the CMP, also pledged to end all kinds of discrimination and to build a society on the basis of equity, liberty and justice.
Minister of Communications and Information Technology Rekha Sharma unveiled the 13- page CMP at Singha Durbar in front of the alliance's top leaders.
The ruling alliance pledged to end the remaining task of the peace process in the next two years and provide compensation, reparation and rehabilitation to conflict victims.
The government will review cases filed against political cadres and withdraw false cases filed against them. The ruling alliance also pledged to provide appropriate treatment to those injured during the movements and employment opportunity to one member of each family of those who were injured during movements/agitations.
The alliance pledged to pass the federal civil service bill, citizenship bill, education service bill, and health service bill as soon as possible.
The government will amend federal laws that conflict with provincial laws and help provinces make laws on their exclusive rights list. A powerful commission will be formed to streamline the federal bureaucracy to transform it so as to make the federal structure effective and economical.

• Provisions to ensure damaged physical infrastructure are repaired by the builder in the first five years after completion of projects

• Umbrella university law to keep educational institutions away from political influence
• Bylaws and procedures to ensure reproductive health rights, rights of gender and sexual minorities
• Foreign employment aspirants can initiate the process of obtaining labour permit from their own localities through employment service centres
• Online service, time card or token system to be introduced in government offices
• Institutional reforms to be introduced in the judiciary and constitutional bodies to ensure speedy delivery of services
