I cannot be sole catalyst: Minister

KATHMANDU: Minister for General Administration Rabindra Shrestha today said that the sea change of the country's politics within the last couple of years has had no impact on the bureaucracy.

He confessed his inability to change the country's bureaucracy claiming that it had been functioning with an old mindset. "Despite the political changes of 1950, 1990 and 2006, the general administration is still working with the old mindset," the minister said.

Speaking at a programme organised by Jana Adarsha Campus in Thimi, he said, "Without bringing about a radical change in the system, even a minister cannot do anything." The minister underlined the need for joint efforts of the civil servants and the public. "If we cannot forge consensus in politics, we cannot achieve success in any mission," he said, hinting at the prolonged imbroglio.
