Inclusive democracy needs new statute: UML
Chitwan, January 7:
The CPN-UML general secretary, Madhav Kumar Nepal, today said the seven-party alliance reached an agreement with the Maoists to isolate the King and hold election to Constituent Assembly, as it will lead to drafting a new constitution because the present constitution does not ensure inclusive democracy.
Inclusive democracy is essential for the restructuring of the state, he said while addressing a mass gathering in Chitwan. “The second phase of the people’s movement will be decisive,” he said.
“The agreement reached between the seven-party alliance and the Maoists would isolate the King. The door of talks of the seven parties with the King is closed and collaboration with the Maoists has been initiated for talks and transformation.”
Today’s programme is part of the party’s plan to guide democratic movement towards establishment of republican set up in the country.
Recalling history when autocratic rulers were thrown out, he said, “The ruler who does not understand the sentiments of the public should be removed. The dictator of Iraq had faced the same situation.”
The people of the world are in favour of the seven-party alliance for the election of a Constituent Assembly, he said. CPN-UML standing committee member Jhalanath Khanal blamed the King of cheating Nepali people.
Accepting that some political leaders were involved in corruption between 1990 and 2002,, he said the CPN-UML is ready to boycott such leaders. He urged to the people not to take part in the municipal polls. The programme was chaired by UML Chitwan district secretary, Bijay Subedi.
Meanwhile, talking to journalists this morning in Birgunj, CPN-UML secretary, Nepal said there is no possibility of talks between the King and the seven-party alliance.
He urged the Maoists to follow the rules of war. He expressed his belief that the Maoists, bound by the 12-point agreement with the parties, would not attack at civilians and leaders of political parties.
He said that the autocratic regime wanted to extend its regime and thus lead to death of hundreds of security personnel.
UML standing committee member Bam Dev Gautam said: “The UML wants to establish a republican set-up by rooting out monarchy so, there is no need to linger on the subject of a ceremonial King.” The programme was organised by Federation of Nepalese Journalists, Parsa.
