Lack of know-how renders judicial committees ineffective at local levels

Coordinators of judicial committees at local levels in the district are facing problems in justice delivery due to lack of knowledge of legal issues and legal procedures. They demand that the committee members be trained through workshops and seminars for effective functioning of judicial committees.

Judicial committees led by mayors and deputy mayors in all eight local levels of the district are facing this problem. “Members of committees need to be made aware of new laws implemented since August/September,” said Deputy Mayor Dhan Kumari Gurung of Rainas Municipality.

Dudhpokhari Rural Municipality Vice-chairman Kamal Prasad Dhital said people come to judicial committees with minor disputes. “I have problems resolving disputes, as I have no knowledge of justice delivery,” he said.

Marsyangdi Rural Municipality Vice-chairman Hom Bahadur BK said training programmes, workshops and seminars on laws were necessary to strengthen judicial committees. He said the judicial committee in his rural municipality depended on reconciliation while settling disputes.

Dordi Rural Municipality Vice-chair Dil Bahadur Ghale said, “Some disputes have been registered at the judicial committee. Settling those disputes has been challenging due to lack of basic knowledge of law,” said Deputy Mayor Laxmi Adhikari of Besisahar Municipality.
