Ordinances govt’s compulsion, says minister

Kathmandu, January 3:

Minister of Law, Justice and Parliamentary Affairs Tek Bahadur Chokhyal today said that the government has no option but to issue ordinances to maintain law and order situation in the country because there is no session of the House of Representatives to make necessary laws.

Citing Article 72 of the Constitution, Chokhyal said the constitution has authorised the government to issue ordinances during the absence of the parliament.

He was responding to an apex court order in connection with a PIL filed by advocates Gopal Krishna Ghimire and Rajaram Dhakal against repeated promulgation of ordinances. They have sought the Supreme Court order to the authorities including the Prime Minister’s Office and the Cabinet, Ministry of Law, Justice and Parliamentary Affairs and Parliamentary Secretariat to stop frequent promulgation of ordinances.
