KATHMANDU, MAY 3
President Ramchandra Paudel issued three ordinances on Saturday, acting on the recommendation of the Council of Ministers, including a provision that will lead to the dismissal of over 1,500 public office-bearers appointed across various state institutions.
According to the Office of the President, the ordinances include: the Ordinance to Amend Some Nepal Acts Related to Health Science Institutes, 2083 BS; the Ordinance on Special Provisions Regarding the Dismissal of Public Officials, 2083 BS; and the Ordinance to Amend Some Nepal Acts Related to Universities, 2083 BS.
Mass dismissal of political appointees
With the issuance of the ordinance on public officials, a total of 1,594 office-bearers appointed under various laws and institutional structures will be removed from their posts. The government led by Prime Minister Balendra Shah stated that the move aims to strengthen administrative efficiency and inject new momentum into state institutions.
Communication, aviation and media sector
Officials to be relieved include leadership and board members of Nepal Airlines Corporation, Rastriya Samachar Samiti and Gorkhapatra Corporation.
Similarly, appointees from the Film Development Board, Press Council, Telecommunications Authority, and Civil Aviation Authority will be removed, along with officials linked to information commissions and public broadcasting bodies.
Education and university sector
A large number of officials from universities and education-related bodies will be dismissed, including office-bearers from Tribhuvan University, Kathmandu University and Pokhara University.
Officials from the University Grants Commission, Teacher Service Commission, CTEVT, and several other universities-including Mid-Western, Far-Western, Agriculture and Forestry, Open University, and Rajarshi Janak University-will also be affected.
Health, medical and science sector
The ordinance will remove appointees from key institutions such as BP Koirala Institute of Health Sciences, Patan Academy of Health Sciences and National Academy of Medical Sciences.
Officials from Nepal Medical Council, Nursing Council, Health Research Council, various health science academies, and specialised hospitals will also lose their positions.
Energy, infrastructure, finance and regulatory bodies
Office-bearers from institutions including Nepal Electricity Authority, Kathmandu Valley Development Authority, Securities Board, Public Procurement Review Committee, and Employees Provident Fund will be removed.
Officials linked to regulatory bodies such as the Electricity Regulatory Commission, Competition Promotion Board, and Deposit and Credit Guarantee Fund are also among those affected.
Agriculture, environment and social sector
The decision impacts officials from bodies such as Nepal Agricultural Research Council, National Tea and Coffee Development Board, Dairy Development Board, and various environmental and food safety institutions.
Cultural and social institutions including Nepal Academy, Lumbini Development Trust, Pashupati Area Development Trust, and Nepal Scouts will also see mass vacancies.
Administrative and other sectors
Appointees in bodies such as Nepal Administrative Staff College, Social Welfare Council, Nepal Engineering Council, Foreign Employment Board, and Truth and Reconciliation Commission will be removed.
The government has indicated that the process to fill the vacant positions will be initiated soon following the mass dismissal.
