Province 2 bill proposes to appoint principal secy

Province 2 government registered Provincial Civil Service Bill in the Provincial Assembly today, proposing to appoint and transfer employees up to secretaries and principal secretary.

Chief Minister M Lalbablu Raut registered the bill in the Provincial Assembly proposing to have provincial government’s control in the appointment and management of civil servants from lower level to the highest level i.e. the principal secretary.

Province 2 has become the first province to have registered the provincial civil service bill to implement the constitutional provision that gives reservation to indigent Khas Arya people as well, said Province 2 Chief Attorney Dipendra Jha. The bill proposes to give 4.89 per cent reservation to indigent Khas Arya people.

As per the bill’s provisions, principal secretary can serve for three years and secretaries for five years.

Civil servants of 10th, 11th and 12th class will be appointed only through promotion, and not through open competition.

Promotion is based on evaluation of competency, internal competitive examination, seniority and evaluation of work performance and experience.

The bill proposes to recruit employees from third class to ninth class through open exams and promotion.

All third class posts shall be filled through open competition, while 50 per cent seats of fourth class shall be filled through open competition and the rest through promotion.

Seventy per cent seats of fifth class, 40 per cent seats of sixth class and 70 per cent seats of seventh class shall be filled through open competition and the rest through promotion.

The bill proposes to fill 10  per cent seats of eighth class and 20 per cent seats of ninth class through open competition.

There are six social clusters, including indigent Khas Arya, that qualify for reservation.

As per the bill’s provision, 54.36 per cent seats will be reserved for Madhesis, 17.29 per cent for Dalits, 11.58 per cent for Muslims, 6.61 per cent for Janajatis, 5.27 per cent for Tharus and 4.89 per cent for indigent Khas Arya. In all categories, 50 per cent seats will be reserved for women.

A civil servant can avail the benefit of reservation just once in his/her professional career.
