Rights violations down after Jana Andolan II: INSEC

Human rights violations have considerably gone down following the Jana Andolan II compared to the period of conflict, said a report titled ‘Hundred Days of Loktantra: Human Rights Situation.’ The report flayed both the government and Maoists for rights violations.
Few incidents of rights violations were reported during the first 100 days of ‘loktantra’, said the report released by the Informal Sector Service Centre (INSEC) here today.
The report came down heavily on the government and Maoists for grave human rights violations. The state is still involved in killings, torture and arbitrary arrests while the Maoists are continuing to engage in killings, abductions and extortions amongst others, according to the report.
Following the reinstatement of democracy in April, the Maoists killed eleven individuals while the state was involved in nine killings. Eight children including six boys and two girls were killed, of whom, four were killed in explosions, two were “murdered”, said the report.
It further said the state was involved in 22 and the Maoists in 140 cases of human rights violations in the Eastern region. The Mid-Western region saw 61 cases of human rights violations committed by the government and Maoists.
“Although the state was not involved in extra-judicial killings, cases of rape, torture, arrests and threats were reported,” said the report.
Although the Far-Western region saw a decline in human rights violations, the state was found to have been involved in rape cases while the Maoists were allegedly involved in killings, abductions and extortions, said the report. The report said Maoists are continuing the recruitment of child soldiers. Lauding the security forces’ move of vacating schools, which were earlier used as security camps and barracks, the report, however said that INSEC found the forces’ presence in eight schools.
