Rural municipality ward offices sans secretaries

All the ward offices of Bulingtar Rural Municipality have been running without secretaries for the last two years in Nawalpur.

The administrative works in all six wards of the rural municipality have been badly affected owing to lack of secretaries.

Chief Administrative Officer Bishnu Prasad Dhungana at the rural municipality said the staffers did not like to stay in the village areas due to difficult geographical terrain and lack of facilities.

The rural municipality chief administrative officer has been changed three times after the local level elections.

Every single ward chairman is in a quandary regarding the system and process of official works.

A ward chair at Bulingtar Rural Municipality Bil Bahadur Suryabansi said official works had been affected due to absence of secretaries. “I am capable of performing the work of secretary,” he said. He added he carried stamps and other necessary materials in his bag and provided the service to locals wherever necessary. The secretary has to perform the work in coordination with staffers of the health office of the wards in the entire rural municipality.

Ward No 2 Chair Prem Bahadur Thapa said they had to face hurdles in carrying out the responsibility of secretary, but service had to be provided to service seekers. He added service delivery had not been efficient in the absence of the secretary.

Ward No 6 chair Surya Bahadur Rana Magar said a secretary had yet to be managed even though several discussions were held in executive meetings.

Meanwhile, Chairman of the rural municipality Sashikiran Bastakoti said the staffers could not stay in the village due to geographical conditions.
